Current state: When a report is filed, an appeal submitted, or escalation received, admins discover it by visiting the queue.
Proposed improvement: Send push/email notifications to admins for: new moderation reports, ban appeals, escalated reports, and member cap warnings. Configurable per admin (opt-in per category).

How it works: ForumNotifier fans out to email alongside the existing in-app and push channels. Each channel is independently gated by the admin's notification preferences. The email template includes a direct action link.
