[Enhancement] Operational: promote support + fort-smith-live to post-Phase-4 release

What

Both pinned tenants (support and fort-smith-live) had been on release 177b9f76 (pre-Phase 4). This was the operational sweep that advanced them to the post-Phase-4 release, applied the 6 Phase 4 schema migrations to fort-smith-live, and regenerated per-tenant feature snapshots.

Result

• Both tenants now run release 3de1b126 (current main HEAD)
• fort-smith-live has the 8 Phase 4 tables + users.scim_* columns
• support already had the migrations from earlier smoke tests; only the release pin advanced
• All AI and Phase 4 feature flags remain default-off on both — tenant admin enables what they want from /admin/ai
