Feature request: Add a setting under /admin/config?tab=environment that lets tenant admins choose the default theme applied to all new user accounts.
Use case: Tenant admins want their community to have a consistent look on first visit. New users should see the tenant's preferred theme by default, while still being able to change it in their own settings.
Proposed location: /admin/config?tab=environment, new "Default Theme" dropdown.

Deployed. Default theme dropdown added to Admin > Config > Site tab.
Controls the theme for:
Members can still change their own theme in Account Settings > Appearance.
