[Fixed] Help desk round-robin assignment no longer skips agents

We found and fixed an issue in help desk ticket assignment. When two tickets arrived at almost the same moment, round-robin could hand both to the same agent and skip the next one in line. Assignment is now atomic, so tickets rotate evenly across your agents. Fixed and deployed.
